This is the level that according to Mr. Payne had its name changed to Genocide City and then scrapped altogether before he had a chance to start drawing the in-game art. It indeed looks like the average metallic level, as some of the ex-STI members had mentioned previously.

Here's a brief explanation of what happened with the level:
"there was a plan for me to do 2 levels, but early on we realized there wouldn't be time (I think Genocide City was going to be the one?). So I'm pretty sure that's why there are three levels to Metropolis Zone-- since I wasn't going to do another Zone, I had time to do another level." -Tom Payne
Even though the graphics for this Sonic 2 level were never started, this concept inspired Tom Payne to make the graphics for an unreleased Genesis game called B-Bomb, and then reused and modified for the Spinball level "The Machine". You can see some similarities with this level such as the circuit stuff in the background or even the paths that can be opened via a trapdoor. However, the original color scheme remains unknown, as this drawing was never colored.
